歐盟發(fā)布水泵的生態(tài)設(shè)計(jì)要求草案

2011年7月25日，歐盟委員會(huì)發(fā)布有關(guān)水泵生態(tài)設(shè)計(jì)要求的法規(guī)草案。草案規(guī)定了用于抽吸清水的葉片泵（包括與其它產(chǎn)品一體化的）投放市場(chǎng)的生態(tài)設(shè)計(jì)要求。依照框架指令2009/125/EC，不符合這些要求的產(chǎn)品將不允許在內(nèi)部市場(chǎng)上市或投入服務(wù)。
根據(jù)草案的規(guī)定，水泵的生態(tài)設(shè)計(jì)要求將分兩個(gè)時(shí)間段進(jìn)行實(shí)施：
從2013年1月1日起，水泵的最低效率指標(biāo)MEI≥0.10；
從2014年7月1日起，水泵的最低效率指標(biāo)MEI≥0.40。
此外，草案還規(guī)定了水泵上應(yīng)標(biāo)注的信息要求：自2013年1月1日起，水泵的技術(shù)文件以及水泵制造商網(wǎng)站上應(yīng)清晰的標(biāo)明以下信息：
最低效率指標(biāo)MEI≥[x. xx]；
信息的標(biāo)準(zhǔn)式樣為“The benchmark for water pumps is MEI≥0.70”或“Benchmark MEI≥0.70”；
生產(chǎn)日期；
制造商名稱(chēng)或商標(biāo)、商業(yè)注冊(cè)號(hào)以及生產(chǎn)地；
產(chǎn)品型號(hào)；
帶平衡葉輪[xx. xx]的液壓泵效率（%）或標(biāo)注[--.--]；
包括水泵效率特性的泵的性能曲線；
信息的標(biāo)準(zhǔn)式樣：“The efficiency of a pump with a trimmed impeller is usually lower than that of a pump with the full impeller diameter. The trimming of the impeller will adapt the pump to a fixed duty point, leading to reduced energy consumption. The minimum efficiency index (MEI) is based on the full impeller diameter”；
信息的標(biāo)準(zhǔn)式樣：“The operation of this water pump with variable duty points may be more efficient and economic when controlled, for example, by the use of a variable speed drive that matches the pump duty to the system”；
產(chǎn)品相關(guān)的拆解、回收或處理信息；
僅設(shè)計(jì)為-10℃下使用清潔水源的水泵的信息標(biāo)準(zhǔn)式樣：“Designed for use below -10°C only”；
僅設(shè)計(jì)為120℃下使用清潔水源的水泵的信息標(biāo)準(zhǔn)式樣：“Designed for use above 120°C only”；
信息標(biāo)準(zhǔn)式樣：“information on benchmark selection efficiency is available at [www.xxxxxxxxx.xxx]”；
制造商網(wǎng)站上應(yīng)提供消費(fèi)者選擇不同水泵類(lèi)型的基準(zhǔn)信息。
